Cost Management Plus, Inc. is a managed care consulting firm dedicated to assisting the correctional care system, and other committed entities, in the overall cost containment of their medical claim exposure.   

In 1994, Cumberland County experienced a major medical claim for one of its inmates, and asked its insurance consultants, Zigmund Co. Ltd., to develop recommendations for action.  After reviewing the recommendations, the county suggested the consultants contact County Commissioners Association of Pennsylvania (CCAP) to see if their ideas could benefit counties across the state.

The result was the organization of Prison Inmate Medical Cost Containment (PIMCC), a Quasi-governmental organization of member counties sponsored by CCAP. The newly formed Cost Management Plus, Inc., which included Ruth Moraski Keller, CPCU, ARM-P, President of Zigmund Co. Ltd., became the contracted program administrator for PIMCC.  Through the years the program has grown and in 2011 PIMCC became the county liaison between the Department of Corrections and Department of Human Services (formerly the Department of Public Welfare) in the implementation of Act 22.

The overall goal of Cost Management Plus Inc. is to research our client's strengths and weakness, educate their staff in alternative cost containment measures, and provide quality managed care consulting that allows our client to choose his/her own unique medical care cost saving program.  This applies to the PIMCC program and to special projects Cost Management Plus, Inc. undertakes for other government agencies and privates corporations.
